Biography

Mr. Morgan is an accomplished senior executive with 30 years of progressive experience leading people, driving strategic change, and creating an innovative culture with value-driven proven results. After serving in the United States Marine Corps, he began his law enforcement career in 1991 as a reserve Deputy Sheriff in Missouri while attending Law School at the University of Missouri, Kansas City.  Upon graduation and passing the Missouri Bar, Mr. Morgan served as a police officer with the Los Angeles Police Department, 77th Division. In 1996, he became a Special Agent for the Federal Bureau of Investigation (FBI).  Over the span of 20 years, he served in a variety of roles including supervisor of a MS-13 FBI-led Gang Task Force; Assistant Special Agent In-Charge of the New Haven Division; Deputy On-Scene Commander in Baghdad, Iraq; Special Agent In-Charge of the El Paso Division; and Assistant Director of the FBI’s Training Division, Quantico. He was a member of the Special Weapons and Tactics team and certified firearms instructor.

In 2016, after completing a distinguished law enforcement career at the FBI he was appointed as the of Chief, U.S. Border Patrol, in Washington, D.C.  In 2019, Mr. Morgan was appointed by the President of the United States to serve as the acting Director of the Immigration and Customs Enforcement (ICE), and subsequently to serve as Acting Commissioner of the Customs and Border Protection (CBP).  While at CBP, the largest law enforcement organization in the U.S., he oversaw a workforce of 63,000 employees, managed an annual budget of over $13 billion, and ensured the effective operations of CBP’s mission to protect national security while promoting nation’s economic prosperity.  For his service, he was awarded the Presidential National Security Medal and Department of Homeland Security Distinguished Service Medal.
