Agustín Carstens served as General Manager of the Bank for International Settlements (BIS)—often called the central bank for central banks—from December 1, 2017 to June 30, 2025. During his tenure, he led the institution through a period of rapid technological change, strengthening global monetary cooperation while advancing work on financial innovation, digital currency, and the future architecture of the international financial system.
Before joining the BIS, he was Governor of the Bank of Mexico (2010–2017). During that time, he was also a member of the BIS Board (2011–2017) and chaired both the Global Economy Meeting and the Economic Consultative Committee (2013–2017). He also chaired the International Monetary and Financial Committee, the International Monetary Fund’s (IMF’s) policy advisory committee, from 2015 to 2017.
Mr. Carstens began his career at the Bank of Mexico in 1980. He later served as Executive Director at the IMF (1999–2000), Mexico’s Deputy Finance Minister (2000–2003), and Deputy Managing Director at the IMF (2003–2006). From 2006 to 2009, he was Mexico’s Finance Minister.
He was also a member of the Financial Stability Board (2010–2025) and the Group of Thirty.
Mr. Carstens holds both an MA and a PhD in economics from the University of Chicago.
