In a recent Los Angeles Times op-ed, Fred Hochberg argues that the American Dream is slipping out of reach for millions of Americans, largely because housing has become unaffordable. With home prices up 50% over the past five years and wages failing to keep pace, Hochberg notes that younger and middle-class Americans are increasingly locked out of homeownership, undermining the long-standing promise that hard work leads to economic security.
Drawing on his experience as former deputy and acting administrator of the Small Business Administration, Hochberg proposes an immediate and pragmatic solution: expanding the SBA’s existing Home Disaster Loan program. Originally designed to help homeowners recover from natural disasters, the program could be adapted to address today’s affordability crisis by offering low, fixed-rate mortgages. Hochberg estimates this change could reduce mortgage rates by more than two percentage points, saving typical homebuyers thousands of dollars annually without placing a significant burden on taxpayers.
While not a cure-all, Hochberg contends that this policy shift could ease pressure on the housing market, increase stability, and help restore faith in the American Dream. Importantly, he frames the proposal as a rare bipartisan opportunity—one that aligns with both progressive goals of affordability and conservative priorities of community stability—offering a tangible step forward at a moment when public trust in leadership is strained.
