Evan Feigenbaum: Russia, China, and Europe Respond to the Iran War

Thought Leader: Evan Feigenbaum
March 30, 2026

Nearly one month into the U.S. and Israeli war against Iran, it may be too early to predict conclusive winners and losers. Clearly the global economy, the Gulf states, and civilians caught up in conflict are not faring well. But what of other key players? How are Russia and China, two of Iran’s closet allies, faring in the balance sheet as the war drags on? Why haven’t they played a more assertive role in coming to Tehran’s defense? And what of Europe, especially France, Germany, and Britain, who appeared blindsided by President Trump’s self-described “excursion” and are now under pressure to support the United States’ war aims? Who’s gaining and who’s losing?

Join Aaron David Miller as he engages Carnegie’s Rosa Balfour, Evan Feigenbaum, and Alexander Gabuev to unpack how these great powers are relating to the current conflict and how the Trump Administration is responding to them, on the next Carnegie Connects.

Evan Feigenbaum, a leading voice on geopolitics and former diplomat, has advised two U.S. Secretaries of State, a former Treasury Secretary, and the CEOs and boards of leading global companies and investment funds. With experience negotiating with dictators and ex-guerrillas, he brings a rare, on-the-ground perspective to global affairs. Feigenbaum is also the author of a book on China as a high-tech superpower and has worked extensively across regions from China and India to Australia and Kazakhstan. He currently serves as Vice President for Studies at the Carnegie Endowment for International Peace, the world’s oldest international affairs think tank.
