In a recent PBS NewsHour interview, WWSG speaker and former NATO intelligence official David Cattler joined Nick Schifrin to examine a growing campaign of suspected Russian sabotage and hybrid warfare across Europe. The conversation followed Germany’s attribution of an attempted drone attack at Leipzig/Halle Airport to Russia, as well as arrests connected to an attack at a defense manufacturer in Munich. Cattler explained that European governments are seeing an increase in the pace, scope, and variety of these activities, which include sabotage, arson, attacks on critical infrastructure, and other covert operations. He emphasized that hybrid attacks should not be viewed as harmless simply because they fall short of conventional warfare—and that unsuccessful attacks can still warrant significant consequences.

Cattler also discussed the broader strategic objectives behind these tactics, arguing that Russia seeks both to weaken European support for Ukraine and undermine solidarity within NATO and Europe. While he said he does not currently see signs that Russia is preparing for a conventional attack on a NATO member, he warned that hybrid tactics can be used in pursuit of similar strategic goals while avoiding the risks associated with direct military confrontation. With extensive experience in the U.S. intelligence community and as NATO’s former Assistant Secretary General for Intelligence and Security, David Cattler offers audiences an insider’s perspective on intelligence, global security, NATO, and emerging geopolitical threats. His ability to translate complex security challenges into clear, actionable insights makes him a valuable voice for organizations navigating an increasingly uncertain global environment.
